Assessing the contribution of universal secondary education in improving the quality of education in secondary schools in Mbale.

Abstract

The study set out to assess the contribution of USE in improving the quality of secondary education system in Uganda; it used case study as its research design of sample size and sampling techniques employed both quantitative and qualitative approaches to data collection, methods and instruments used in the presentation, analysis and discussion. The study was guided by the following objectives: To assess the impact of Universal Secondary Education in improving the quality of secondary education in Uganda, to establish the challenges that are faced in improving the quality of Universal Secondary Education in Uganda and, to establish viable and sustainable mechanisms for provision of quality Universal Secondary Education system in Uganda. The study found out that student's enrollment in secondary schools has risen tremendously and, there is lack of basic specialized facilities like Laboratories, reading and study space, teachers and Libraries in many USE schools. The Morale among teachers is very low and necessity to prop their income is needed urgently and, the lack of lunch for students affects them adversely and, the Parents and Guardians have not played their role effectively The study concluded that students admitted in S1in USE are those with very low pass grades and cannot effectively compete with those from "cream schools". The students are not keen on their studies for they regard themselves near failures and many are indiscipline. The quality of education is generally reducing as can be attested to by the Government's policy in reducing the qualification of S.5 entrants this year 2012. The study recommended the reduction of political influence that has lingered on the implementation since the launching of the Programme. This influence is through the repetitive announcements and pronouncements that "education is free" and does not define the Parents, role thereby making them (Parents) feel complacent and to abdicate their duty. Motivation of teachers will improve on their service delivery.
