Effect of human resource training on employee performance in private security companies in Uganda
Abstract
The study assessed the contribution of PPPs to quality water transport services focusing on
ferry operations by KIS between Bukakata landing site in Masaka district to Luku landing
site in Kalangala district. Specific objectives of the study were to review the PPP agreement
between KIS and the government of Uganda; to review what has been done in terms of
service delivery under KIS ferry operations and to examine the problems that led to the PPP
not delivering quality ferry services.A case study research design was adopted, and
qualitative analysis of responses from 105 randomly and purposively selected respondents
from a population of 231 stakeholders was done using data from key informants and relevant
documents.
Findings indicated there were very limited stakeholder consultations, participation and
interactive feedback,and the project fell short of ownership by the community as beneficiaries
were denied the opportunity to monitor and participate in the implementation processes. The
study therefore concluded that the contribution of KIS ferry operations as a PPP to quality
water transport services, to the people of Kalangala, was negative.The study recommended
policy measures which included involvement of local community in the planning, initiation,
formulation and execution of PPP projects to ensure ownership and sustainability, a bottom
up approach to bring the people directly into the process of implementing projects that
improve their quality of life, incorporation of professional M&E officersat every level of
procurement processes, revoking of restricted bidding in PPPs by PPDA and facilitating a
feasibility study for constructing a bridge to connect Bukakata and Luku landing sites.The
study also recommended administrative measures which include; an all-round review of KIS
operationsto ascertain Value for money, enforcement of laws on marine safety,
compellingKIS to provide sanitary facilities and shelter on ferries, and train ferry users on
marine safety.Finally, the study recommended further studieson implementation of PPPs by
local partners, and,establishing the effect of M&E Management Information System on
sustainability of PPPs in road transport in Kalangala district.
