dc.description.abstract | The study assessed the relationship between Human Resource Development Service Institutions in Uganda and Delivery in Local Government Lira District Local Government in particular. The researcher used both primary and secondary data. The primary data was got from Lira District Local Government. The key findings of the study are as follows: Human Resource Development was found to have partly improved upon the competencies of personnel at Lira to know their job expectations and consequently improve on service delivery, there was partial use of work plans to support Human Resource Programs, the training programs which personnel had requested for were partly received due to inadequate funds, service delivery was rated to be above average in the district. In conclusion HRD is playing an important role in enhancing personnel competencies, performance and quality of service delivery at Lira district manifested by; improvement of personnel’s ability to know what they are expected to do on their jobs, training in refresher courses and ability to provide quality services to the local residents. It is therefore recommended that; In order to improve personnel competencies, there is need to improve on the training materials which are relevant to personnel profession, long training courses should be availed to the personnel and increase in competencies feedback in written and oral form at timely and regular intervals. This will enhance the personnel’s ability to know their job expectations and improve service delivery | en_US |
