Framework for successful implementation and use of information systems in organizations
Abstract
This study was about the development of a framework for successful implementation and use of
Information Systems in organisations. It involved reviewing literature on the challenges that
organisations are facing in the implementation and use of information systems. It also involved a
review of the different IS implementation and use approaches that are currently in use.
Questionnaires, interviews and focus group discussions were used to collect data. To analyze the
collected data Colaizzi‟s (1978) framework for data analysis was used. The Ministry of Health,
Uganda was considered as a case study with specific focus of the integrated Human Resource
Information System (iHRIS). The analysis results indicated that MoH faces a number of
challenges in the implementation and utilization of information systems. These challenges
include; lack of a clear IS implementation methodology, inadequate computer skills among staff,
limited stakeholder involvement, disunity and power wars and a presence of similar system
among others.
Based on the findings of this study, an implementation and use framework for organisations was
developed. The developed framework is an extension of Statnikova‟s (2005) IT implementation
model. The different stages of Statnikova‟s model were improved using constructs adopted from
other implementation and use approaches including, Lewin‟s change model, Diffusion of
Innovations theory, TAM, TPB, UTAUT, TOGAF, IS Success model and other studies.
Although the developed model is expected to help organisations realize maximum value out of
there IS investments, there is need for the framework to be validated in a live environment and
within multiple organisational contexts. Also the area of IS use is still in a young phase. Thus
more research still needs to be carried out in these areas with emphasis on Uganda and other
developing countries
